Job Description Version: Rev. 1 — April 2026 | Approved by: Anoop Veliyath Asokan, PICPURPOSE OF THE ROLETo provide clinical leadership, governance oversight and operational management of nursing and care services at Flannery’s Nursing Home, supporting the Person in Charge in ensuring the delivery of safe, high-quality, HIQA-compliant care to all residents in accordance with S.I. No. 415 of 2013 and Flannery’s Nursing Home’s policies and procedures.KEY DUTIES & RESPONSIBILITIESThe post holder will be expected to undertake the following duties and responsibilities. This list is not exhaustive — the role may evolve in line with the needs of the service and HIQA requirements.Clinical Leadership
- Provide visible, accessible and effective clinical leadership to the nursing and care team on a daily basis
- Oversee the standard of nursing practice on the unit, ensuring care plans are person-centred, current and of high quality
- Lead clinical assessments, care planning reviews and MDT case conferences for complex or deteriorating residents
- Act as a clinical resource and mentor for staff nurses and HCAs
- Maintain own clinical competence and NMBI registration requirements
Governance & Regulatory Compliance
- Support the PIC in ensuring continuous compliance with HIQA National Standards and S.I. No. 415 of 2013
- Lead and participate in clinical audits, incident reviews and quality improvement initiatives
- Manage the unit’s incident reporting system, ensuring all accidents, near-misses and safeguarding concerns are reported and investigated appropriately (Policy 01, Policy 15)
- Contribute to HIQA inspection readiness, including documentation audits and environmental checks
- Oversee medication management practices on the unit, ensuring safe and compliant administration (Policy 18)
Staff Management
- Manage the day-to-day supervision, delegation and performance of nursing and HCA staff
- Participate in the recruitment, induction and probationary review of new staff in conjunction with the PIC
- Identify and address training and development needs, supporting staff to complete mandatory training on the Evolve platform
- Conduct or contribute to staff appraisals, return to work interviews and performance management processes as directed
- Manage rostering, including covering short-notice absences and maintaining safe staffing levels
Resident & Family Communication
- Communicate effectively with residents and their families regarding care plans, changes in condition and concerns
- Manage complaints at unit level in a prompt, professional and empathetic manner (Policy 20)
- Facilitate residents’ rights, autonomy and dignity in all aspects of daily care
Communication & Reporting
- Report to the PIC on clinical, staffing and governance matters in a timely and accurate manner
- Chair or participate in staff meetings, handover briefings and governance meetings as required
- Liaise with GPs, allied health professionals, Galway Hospice and other external services
PERSON SPECIFICATIONCandidates will be assessed against the following criteria at shortlisting and interview. All essential criteria must be met. Desirable criteria will be used to differentiate between candidates who meet the essential standard.Essential
- Current registration with NMBI as a Registered General Nurse (RGN)
- Minimum 3 years post-registration nursing experience, with at least 1 year in a supervisory or senior role
- Demonstrated experience in older person or residential care
- Strong knowledge of HIQA regulations and S.I. No. 415 of 2013
- Proven leadership, communication and people management skills
- Current BLS / CPR certification
- Current manual handling certificate
Desirable
- Postgraduate qualification in nursing management, gerontology or a related field
- Experience as a CNM or in a senior clinical role in a designated centre
- Dementia care qualification or specialist training
- Experience of HIQA inspections at management level
- Knowledge of medication management governance
GENERAL CONDITIONS OF EMPLOYMENT
- The post holder must maintain current mandatory training compliance at all times as directed by Flannery’s Nursing Home, including all training delivered via the Strategic Thinking (Evolve) online platform.
- The post holder is required to adhere to all Flannery’s Nursing Home policies and procedures, including the Schedule 5 policies, Code of Conduct and Employee Handbook.

- The post holder must report all accidents, incidents, near-misses and safeguarding concerns in accordance with Flannery’s Nursing Home’s reporting procedures.
